Use both quantity comparisons

Partial receipts are not automatically a problem. A PO for 100 units can have a clean invoice for 40 units after a 40-unit receipt. The exception appears when cumulative billed quantity exceeds cumulative received or ordered quantity beyond your explicit tolerance.
